Pat Cummins has taken 309 wickets in 71 five-day games with an average of 22.10.
Australia's chief selector Bailey has confirmed that skipper Cummins will be a central figure in the forthcoming Ashes series.
There were concerns that the veteran bowler might sit out due to a stress fracture in his back that had not yet healed.
Earlier indications from the squad suggested no final decision had been made regarding his involvement, with the extended contest set to start on 21 November in Western Australia.
He revealed that Cummins is "building up" and was "optimistic" about the prospects of taking part.
"We're aware that the window is narrowing and there are permutations involved, not just the physical problem, but further aspects," he commented.
"It's positive. There's strong faith that he's going to play a significant role. With luck starting in Perth. Otherwise, we'll adjust."
Previous Setbacks
Cummins was ruled out the ODI and T20 games against both Asian and Trans-Tasman rivals in the previous weeks after examinations confirmed a stress reaction in his back.
Previous incidents include of back injuries, with flare-ups in 2012-13, 2013-14 and 2015-16 forcing him out of several home seasons in a short span.
The bowler mentioned he would be bold in recovery efforts in his recovery plan to ensure his availability for the Ashes.
He mentioned that there was no confirmation if he had started his bowling workouts as part of his recovery but acknowledged it was "pressing" for him to recover fully for the first Test.
Contingency Plans
Should Cummins not be fit, ex-skipper Smith will lead the side.
Versatile player Green was excluded lately from the ODI lineup for their one-day international series against India as a preventive step because of soreness in his side.
Bailey described it as a "minor" injury and stated that he'll feature in the domestic first-class competition, so will be "in a good place to resume bowling."
"Extensive planning has gone into developing the strategy for him to take part for the initial game as an all-rounder," Bailey explained.
"Originally, he'd only feature in the first two ODIs anyway. His aggressive style the willow in shorter formats, if it causes any delay for another day, we just made the decision to take a cautious route."
